Excise Movement and Control System (EMCS) and the Systematic electronic exchange of data (SEED) must be continuously upgraded in accordance to national needs and implemented solutions for national application and in particular in relation to the planned functionality at the EU level. To do this, the EMCS Masterplan is addopted for the period 2012 to 2018. Member States should adhere to the plans for development and operation of production in accordance with the set deadlines for each phase. In order to develop such a complex system in all Member States should be adoppted the strategic and tactical plans for the EMCS, including SEED |

Excise Movement and Control System (EMCS) and the Systematic electronic exchange of data (SEED) must be continuously upgraded in accordance to national needs and implemented solutions for national application and in particular in relation to the planned functionality at the EU level.
